About the Public Appointments Service

The Public Appointments Service is the centralised provider of recruitment, assessment and selection services across the Civil and Public service for the Republic of Ireland. They are primarily focused on the sourcing of candidates for roles in the Civil Service, the most senior roles in Local Authorities, leadership positions and Hospital Consultant roles within the HSE, trainees for An Garda Síochána, and a range of Heads of Office and specialist roles across the civil and public service. They aim to be recognised as the centre of excellence in recruitment and ensure a fair and open process for all applicants.

Business Challenge

To support staff throughout the Irish public service in their recruitment processes, the Public Appointments Service identified a need to develop an online recruitment and selection toolkit. The toolkit was an extension of a previous eLearning project where they contracted The Learning Rooms to develop online competency based interview training. The Public Appointments Service also required a number of staff induction modules to developed.

Our Solution

The Learning Rooms worked with key staff within the Public Appointments Service  to design and build a series of eLearning modules in Articulate Storyline. The toolkit, comprised of five eLearning modules:

  • Developing Job Descriptions and Person Specifications
  • Shortlisting
  • Designing Quality Selection Processes
  • Unconscious Bias.

The Public Appointments Service induction course comprised of four eLearning modules:

  • About the Public Appointments Service
  • Delivering for our Customers
  • Information Governance
  • CPSA Codes of Practice.

The eLearning modules feature in-depth scenarios where staff are introduced to recruitment cases. Staff then choose the appropriate methods to demonstrate their understanding at each stage of the recruitment process and how they can positively support candidates.
