The Learning Rooms worked with the HSE to develop a mobile-friendly eLearning course to support staff in communicating the HSE Tobacco Free Campus policy.

About the Health Service Executive (HSE)

The HSE is Ireland’s publicly funded healthcare body, tasked with the running of all public health services. They are committed to reducing the use of tobacco and its harmful health effects. The HSE adopted a Tobacco Free Campus Policy with the aim of making all HSE campuses tobacco free.

The policy has two clear aims:

  • To treat tobacco as a healthcare issue.
  • To denormalise tobacco use in all healthcare services and settings.

The Challenge

A key part of the HSE’s Tobacco Free Campus policy is that all healthcare workers share responsibility for implementing the policy. This includes approaching visitors, service users, patients or other staff members who are in violation of the policy to advise that people cannot smoke on any HSE campus. Many healthcare workers reported feeling unsure of their responsibilities or feeling anxious about how to best approach people to advise them of the new policy.

Supporting healthcare workers

To help support healthcare workers, the HSE utilised video-based learning. They filmed a number of scenarios demonstrating how best to approach people. The videos were based on HSE campuses and demonstrated how to advise people of the policy. HSE needed a mobile-friendly eLearning course that would be hosted on HSELand and be easily accessible to all HSE staff.

The Solution

The Learning Rooms worked with the HSE to create an eLearning course in Articulate Rise. Existing HSE videos were supported with additional content and knowledge checks to test comprehension. The eLearning course included self-efficacy questions enabling learners to check their level of knowledge and confidence at the beginning and end of the course.

Access to the eLearning

The eLearning course is hosted on HSELand making the course easily accessible to all staff and allowed for reporting. The course is built using Articulate Rise to ensure it is mobile-friendly and accessible to all.

The team at The Learning Rooms are very focused and professional. The Learning Rooms set out a clear and concise plan for the project and delivered the product within the timeframe set out. The advice and guidance provided by the instructional designer was hugely valuable. She helped us to navigate the project smoothly, was always available to answer queries and make suggested changes. It felt like quite a personal service. The team are very approachable and helpful. All of our suggestions and feedback was taken on board. We are very happy with the end product.
